Many PC owners who bought a copy of Tom Clancy’s Splinter Cell Blacklist reported that they were unable to launch the game. Affected users are mostly from South East Asia, Africa, and the Middle East.

As it turns out, gamers were unable to progress after seeing a “pre-load complete” status upon installing the game. Players then brought the issue to Ubisoft, the Steam forum and Reddit in search of a solution.

As of the moment, the only workaround available is by logging in to a VPN to circumvent Steam’s regional locks. However, this scheme violates Steam EULA, which is why it is not a recommended action.
